Most LMS come with built-in activities you can utilise and depending on your audience and needs this may be all that you need. However, to create professional modules for your LMS I do recommend the program Articulate- I can train your staff to use it.

12 years of experience with Moodle and Moodle Workplace (LMS) and working with LMS providers and education delivery teams to optimise and develop online learning programs.
